On September 16, the 3rd Asia-Pacific Integrity and Compliance Forum, jointly organized by the Asian Development Bank (ADB), Xiamen National Accounting Institute (XNAI), the Multilateral Cooperation Center for Development Finance (MCDF), and the China International Contractors Association (CHINCA), opened at XNAI. The event brought together over 200 participants from 17 countries, including Thailand, Cambodia, Mongolia, and Singapore.
The opening ceremony was presided over by Ding Yougang, the President of XNAI. Addresses were delivered by Lin Qiyun, Director-General of the Accounting Regulatory Department of the Ministry of Finance; Fatima Yasmin, Vice-President for Sectors and Themes of ADB; Wang Zhongjing, CEO of MCDF; Lin Zhicheng, Vice Mayor of Xiamen Municipal People’s Government; and Fang Qiuchen, President of CHINCA. Mouhamadou Diagne, Vice President of Integrity at the World Bank Group (WBG), participated in panel discussions.
The Forum is one of the key achievements of the “Asia-Pacific Anticorruption and Integrity Strengthening” Technical Assistance (TA) project launched by XNAI and ADB in 2025. It follows a “Forum + Workshop” model. The first day featured the “Forum on Asia-Pacific Integrity and Compliance” which focused on topics such as global integrity trends and their impact on the Asia-Pacific region, as well as integrity and collective action initiatives in the region. The second and third days consisted of the “Capacity Building Workshops on Integrity and Compliance in Procurement” where international organizations including ADB provided in-depth sessions on compliance leadership and strategy, developing integrity and compliance programs, conflicts of interest and collusion in bidding documents, procurement due diligence, and shared relevant cases, challenges, and solutions.
Additionally, the event innovatively introduced a “ Special Business Opportunities Seminar” to highlight key procurement projects from ADB, WBG, the Asian Infrastructure Investment Bank (AIIB), and the New Development Bank (NDB), aiming to attract active participation from enterprises, including more international engineering contractors.
The Forum gathered a wide range of domestic and international attendees. Attendees included representatives from international institutions such as WBG, AIIB, NDB, the African Development Bank, the Organisation for Economic Co-operation and Development (OECD), and the United Nations Office on Drugs and Crime (UNODC); officials from the Xiamen Municipal People’s Government of Fujian Province, the Hong Kong Independent Commission Against Corruption (ICAC), CHINCA, and the China Construction Enterprise Management Association; as well as professionals from contractor companies, law firms, academic institutions across the Asia-Pacific region, and government departments of Belt and Road partner countries.
